27 year old Male Charged with Attempted Murder

A 27 year-old male, of no fixed address, is facing numerous charges, including Attempted Murder, as the result of investigation into a series of criminal incidents. The accused was initially arrested on outstanding warrants in Regina on October 23, 2020, during which a spike belt was used to stop a vehicle stolen in a robbery outside of Regina. The RCMP are investigating that robbery and have also charged this individual.

On Friday, October 23, 2020, the Regina Police Service was notified by the RCMP of an armed robbery that had just occurred east of the city. In the course of that event, the suspect stole a white Ford Taurus and was heading into Regina. Around 9:00 p.m., RPS officers located a vehicle matching that description; they were able to keep it under observation in the Al Ritchie neighbourhood in Regina. During this surveillance, it’s alleged the suspect discharged a firearm at a plainclothes police officer in an unmarked vehicle, while both vehicles were in motion. The officer was not physically injured. Other officers were able to keep the suspect vehicle in sight until a spike belt could be safely deployed to deflate the vehicle tires. The suspect vehicle came to stop near the intersection of Broad Street and Victoria Avenue. In the struggle to remove the suspect from the vehicle, a police CEW was deployed; however, it was ineffective. The suspect was arrested without further incident and taken to hospital for minor injuries sustained in the arrest. He remained in hospital for a health matter unrelated to his contact with police. A loaded firearm was recovered from inside the vehicle. Investigation into these incidents and the recent activities of this suspect led to his arrest on November 3rd, and numerous charges.

Twenty-seven year-old Maxime BOUCHER, of no fixed address, Regina, is facing numerous charges (from RPS investigations). In connection with October 23rd:

- Attempt Murder with a Prohibited Weapon [239(1)(a) CC];

- Possession of a Prohibited Firearm with Ammunition [95(a) CC];

- Possession of a Prohibited Firearm contrary to order [117.01(1) CC];

- Using a Firearm in the Commission of an Offence [85(1)(a) CC];

- Possession of Ammunition contrary to order [117.01(1) CC];

- Breach of Release Order [145(5)(a) CC]; and

- Possession of Stolen Auto (Taurus) under $5,000 [354(1)(a) CC].

In connection with a vehicle recovered on October 25th, stolen sometime after 11:00 a.m. October 22nd:

- Theft of Auto [333.1 CC]; and

- Breach of Release Order [145(5)(a) CC].

In connection with a theft of auto on October 14th:

- Theft of Auto [333.1 CC]; and

- Breach of Release Order [145(5)(a) CC].

In connection with an October 12th robbery:

- Robbery [344(1)(b) CC]; and

- Breach of Release Order [145(5)(a) CC].

In connection with a counterfeiting incident on September 15th:

- Uttering Counterfeit Money [452(a) CC]; and

- Breach of Release Order [145(5)(a) CC].

BOUCHER will make his first court appearance on these charges in Provincial Court at 9:30 a.m. on Wednesday, November 4, 2020.
