Convicted Sex Offender released into Regina Heritage Neighborhood

Under the authority of, and pursuant to, the Saskatchewan Public Disclosure Act, the Regina Police Service is issuing a public advisory on a male, who is considered to be a high risk to reoffend sexually and/or violently. As of January 4, 2021, 46 year-old Kelly Roger FURI, resides in the Heritage neighborhood of Regina, in a residence that provides supervision and monitoring of his activities. Please note: release decisions are made following the provisions of the Corrections and Conditional Release Act; these decisions are not made by police.

Kelly Roger FURI is described as: Male, Caucasian, 46 years old, 5’ 11” tall, weighing approximately 228 pounds. FURI has brown eyes and short, grey/brown hair. FURI has a moustache and beard, mostly grey in colour.

A brief description of FURI’s offending behavior is as follows: Kelly Roger FURI has a criminal history which includes violent sexual offences and has a history of reoffending as an adult. During his time of incarceration, he has completed programming designated to address his risk factors. Kelly Roger FURI has not made any progress in reducing his high risk to reoffend violently.

Kelly Roger FURI will begin serving his Long Term Supervision Order on January 4, 2021 and is required to live at an approved residence. In addition, Kelly Roger FURI must abide by the following special conditions:

  • Must return to the residential facility nightly;

  • Must not be in the company of sex trade workers;

  • Immediately report all intimate sexual and non-sexual relationships and friendships with females to his parole supervisor;

  • Not to be in or near areas where sex trade workers frequent;

  • Reside at a Community Correctional Centre or Community Residential Facility for a period of 365 days;

  • Follow a treatment plan/program to be arranged by his parole supervisor in the areas of family violence, anger, and sexual violence; and

  • No direct or indirect contact with the victims or any member of their family.

Concerns or reports from persons living outside of Regina should be directed to the nearest detachment of the RCMP or local municipal police department.
